Pressure was mounting on the project managers responsible for the development of the federally facilitated marketplace (FFM) for HealthCare.gov. Two years had passed since President Barack Obama signed the Patient Protection and Affordable Care Act, commonly referred to as the Affordable Care Act (ACA) or Obamacare, his landmark health care overhaul, into law on March 23, 2010. The U. S. Department of Health and Human Services (HHS) had delegated responsibility for the implementation of the ACA to the Center for Consumer Information and Insurance Oversight (CCIIO) within the Centers for Medicare and Medicaid Services (CMS) in January 2011. There had been some bumps with the creation of the FFM, and it was imperative to check the status of project progress to try to identify potential risks pertinent to the launch of HealthCare.gov on October 1, 2013.
